At Skate Canada, safety comes first.
We believe that all Canadians should be able to embrace the joy of skating in an environment that is safe, inclusive, and respectful for all participants.
As an organization, we are committed to fostering a sport environment both on and off the ice that is free from misconduct (including prohibited behaviours and maltreatment), and that reflects our core values of respect, dignity, and fairness. We share this responsibility with all members of the skating community, including athletes, coaches, officials, volunteers, and administrators at all levels of our sport.
Our National Safe Sport Program is based on the following principles:
- Promoting a Safe Sport environment and culture in support of our core values
- Protecting the safety and welfare of everyone in the figure skating community through education and preventative measures (including comprehensive policies/codes, procedures and protocols), including the Code of Ethics, Misconduct Reporting and Resolution Policy and other associated policies and procedures
- Providing an accessible, external and independent reporting and resolution process for complaints of misconduct to ensure that all concerns reported are acted upon quickly and resolved in an appropriate and timely manner

- Independent Safe Sport Reporting
In support of Skate Canada’s commitment to Canada’s Safe Sport movement through the Skate Canada Misconduct Reporting and Resolution Policy (“Policy”), Skate Canada has engaged the services of two independent external authorities dealing at arm’s length to the organization to provide the skating community with an expert and objective facilitation for the reporting of all Safe Sport complaints of misconduct (including UCCMS prohibited behaviours and maltreatment).
i. Skate-Safe Reporting (for all individuals except designated CCES CSSP program signatories)
In September 2020, as part of the Skate Canada National Safe Sport program, Skate Canada created the Skate-Safe reporting and resolution process available to all individuals which serves as an independent and external safe sport mechanism to implement the Policy and exists independently of the Skate Canada Safe Sport Program. For the Skate-Safe process, an independent external third-party Case Manager was retained as an external authority with responsibility for the end-to-end management of reports all complaints of misconduct received from individuals through the Skate-Safe program, including the independent review of the complaint of misconduct, the investigation (as appropriate) and resolution process, and final decision and disciplinary action.
For all individuals (past and current), except designated CCES CCSP program signatories (see below), concerns and/or violations of the Misconduct Reporting and Resolution Policy and supporting Misconduct Reporting and Resolution Procedure are to be reported to a Safe Sport Skate-Safe Case Manager through our independent Skate-Safe reporting process on a confidential basis as follows:
Online: Skate-Safe– (www.skate-safe.ca)
Telephone: 1-833-723-3758
ii. Canadian Centre for Ethics in Sport (CCES) Canadian Safe Sport Program (CSSP) – Report Safe Sport (for program signatories only)
For designated program signatories only, Skate Canada has adopted the Canadian Centre for Ethics in Sport (CCES) Canadian Safe Sport Program (CSSP) effective April 1, 2025. Through the CSSP Rules, the CCES independently administers the Universal Code of Conduct to Prevent and Address Maltreatment in Sport (UCCMS) for federally funded, national-level sport organizations by receiving and responding to reports of prohibited behaviour, and by developing and carrying out education, prevention, and policy activities.
For designated program signatories only, concerns and/or violations of this Policy related to prohibited behaviours including maltreatment are to be reported to Canadian Centre for Ethics in Support (CCES) through the independent Report Safe Sport reporting process on a confidential basis as follows:
Online: CCES Report-Safe-Sport (https://cces.ca/areport-safe-sport)
Telephone: 1-866-971-2777
We are committed to protecting the safety and welfare of all participants through prevention, comprehensive policies and protocols, risk identification and management, education, training, resources, and communication.
